Fedora Server on a KVM virtual server gives you a kernel that is yours alone, not the host's. KVM virtualisation means the guest kernel is independent, so you can run a custom kernel or a non-Linux operating system if you want. A container-based VPS shares the host kernel, which limits you. Know that Fedora's support window is about thirteen months, so expect to upgrade yearly.
People run development servers here, testing new kernel features and toolchain versions. Fedora's container tooling is excellent, so it suits prototyping and CI. But its thirteen-month support and faster-moving updates make it poor for infrastructure you plan to forget about. Choose it for active work, not long-term stability.
