It depends which threat you are addressing. Switzerland and Iceland for tested legal protection with European latency. Panama for minimal applicable statute plus Americas latency. Seychelles for maximum corporate separation. Bulgaria, Romania or Moldova for European latency outside the Fourteen Eyes.
Which countries are in the Fourteen Eyes?
The United States, United Kingdom, Canada, Australia and New Zealand (Five Eyes); plus Denmark, France, the Netherlands and Norway (Nine Eyes); plus Belgium, Germany, Italy, Spain and Sweden (Fourteen Eyes).
Does the location affect the price?
No. Plan prices are identical in every region. Only the Bastion line is restricted, to offshore and privacy-tier jurisdictions.
Can I move my server to another country later?
Data has to physically move, so a region change is a rebuild rather than a live migration: deploy, sync, cut DNS over, destroy the old instance. Plan for 30 to 90 minutes.
